Where we build casitas around Tucson
One metro, five sets of rules. The City of Tucson falls under the 2024 state ADU mandate. The towns are smaller, and the Foothills answer to Pima County.
What should City of Tucson homeowners know?
Tucson legalized casitas on residential lots in 2021, and Mayor and Council updated the code on October 22, 2024 to meet HB 2720. The changes took effect November 21, 2024. As of October 2026, four points come up most:
- Two ADUs per site. A third is possible on lots over an acre if it is rented at affordable rates.
- No parking minimum. The 2024 amendment removed it.
- Model plans. The Casita Model Plan Library offers pre-approved designs bought from their designers.
- Historic zones. Properties in a Historic Preservation Zone can face added design review, so we check for an HPZ overlay first.
Early uptake was slow: 61 casita applications in 2022, and 37 projects through permitting by September 2023, according to city figures reported at the time. See the Tucson casita rules.
