Does the state ADU law apply in Oro Valley?
Not directly. HB 2720 covers cities and towns over 75,000 residents, and Oro Valley is not on the list of 16 covered cities compiled by the ASU Morrison Institute. Even so, the Town Council adopted a zoning code amendment on December 4, 2024, effective January 3, 2025, that adds an "accessory dwelling unit" definition and revises the accessory building rules.
What did the town change?
Local coverage described the amendment as aligning Oro Valley's ADU regulations with state law, including height, location and rental provisions, and said the town already allowed guest houses before the update. We read the amended sections of the Oro Valley Zoning Code for your zoning district before design.

What usually matters on an Oro Valley lot?
- HOA review. If your neighborhood has an association, town approval does not override its CC&Rs. See the HOA guide.
- Slope and views. Foothill lots can need grading plans and careful placement.
- Large-lot zones. Low-density districts leave more room but carry their own accessory building rules.
- Utilities. Distance to sewer, or septic sizing on lots without it.
ADU or guest house in Oro Valley?
It depends on how you will use it and what your zoning district and HOA allow. If renting is part of the plan, ask about ADU rules first; we confirm with town staff how your design will be classified.
