Does Arizona's ADU mandate cover Sahuarita?
No. The 2024 law, as amended in 2025, applies to cities and towns of more than 75,000 people, and Sahuarita is well below that. It is not among the 16 cities the ASU Morrison Institute lists as covered. The Town of Sahuarita's zoning code governs casitas, guest houses and other accessory buildings.
What do we check first in Sahuarita?
- The zoning district and what it says about accessory dwellings and guest houses.
- Your HOA. In a planned community, architectural review comes before any town permit.
- Lot size and coverage, which on newer lots can leave little room for a detached unit.
- Utilities, including who provides water and sewer to the parcel.

Can I rent a Sahuarita casita?
It depends on the town code for your district and on your CC&Rs. The long-term rental protection in A.R.S. § 9-461.18 applies only to the larger cities, so it does not settle the question here. We confirm both before you plan around rental income.
Is a casita worth it on a smaller lot?
Sometimes the answer is an attached unit or a garage conversion instead. We look at the lot and the HOA rules and tell you which type is realistic.
