Can I turn my Tucson garage into an ADU?
Usually, yes. A garage conversion is an ADU like any other, so it follows the same Tucson rules once finished. The shell is already there, which is why conversions often cost less than a new casita. The catch is that a garage was never built to be lived in.
What does a garage need?
- Insulation everywhere. Walls, ceiling and the slab edge. In a Tucson summer, an uninsulated garage is an oven.
- A new wall. The garage door comes out and gets framed in with a window or entry door.
- A level, dry floor. Many garage slabs slope to the door. We level them and add a vapor barrier.
- Drains. Bathroom and kitchen drains mean cutting and trenching through the slab.
- Electrical capacity. A load calculation, and often a panel or service upgrade.
- Its own cooling. Usually a ductless mini-split, controlled apart from the main house.

Will I lose required parking?
It depends on where the property sits. Inside Tucson city limits, the 2024 amendment removed minimum parking requirements for ADUs, and state law bars Tucson from requiring added parking for one. Whether the main house still needs a space elsewhere is a question we put to city staff during the lot check. Towns and Pima County set their own parking rules.
What if the garage was built without a permit?
We look up the permit history first. When Tucson adopted its casita rules in 2021, Mayor and Council directed staff to develop an amnesty program for unpermitted ADUs. Whether a structure can be legalized or has to be rebuilt depends on its condition; we tell you which before any design work.
What does a conversion cost?
A 2026 Arizona cost guide uses about $90,000 as the starting point for a basic Tucson garage conversion. Bathrooms, kitchens and panel upgrades push it up. See the cost guide.
When should I build new instead?
When the slab is cracked and settling, the walls are short, or termites have been at the framing. Fixing all three can approach the cost of a small new casita. We inspect and price both routes when it is close.
